Compliance requirements
The tender documents include mandatory exclusion grounds. The bidder must confirm that neither the company nor its management, administrative or supervisory body members, representatives or other persons with authority to represent, decide for or control the company have been finally convicted in the last five years for the listed offences, such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and the other standard exclusion grounds set out in the tender documents. Qualification criteria and exclusion grounds
The bidder must prove proper performance of at least two similar contracts completed during the 36 months before the start of the procurement. A similar contract means a contract with a medical institution for the purchase of reagents needed for allergy testing that, in addition to reagent delivery, also includes the sale of an automatic analyser or the granting of the right to use one; the contract may also still be in progress. The bidder must provide a short description of the contracts, their value, performance period and information about the other contracting parties, and, in the case of public procurements, the reference numbers. On the contracting authority’s request, evidence of proper performance must be submitted. The bid must include a technical proposal with the device name, model and actual values of all technical parameters, the manufacturer’s information material and the price breakdown table. The team must include at least one medical technology maintenance engineer who has received manufacturer training for servicing and repairing the offered devices and who has at least 2 years of maintenance experience with comparable devices in Estonia. The bidder must also confirm compliance of the bid with the tender documents and the required structure of the submission form.
