Compliance requirements
The bidder must not have tax debt for state taxes, fees or environmental charges within the meaning of the Taxation Act, or debt for tax or social security contributions under the laws of its country of establishment. The notice also requires the bidder to confirm this. No other exclusion grounds were stated in the machine-readable notice; check the official tender documents for any additional grounds.
Qualification criteria and exclusion grounds
Within the 60 months before the start of the procurement, the bidder must have properly completed at least 2 contracts for restoring the surfacing of port car ramps. The work must have been handed over by the contractor and accepted by the client; only the warranty period may still be running. To prove this, the bidder must submit a list of contracts, client confirmations, and details of the contract scope, period and the other contracting party. If the bidder relies on another entity’s capabilities, it must submit that entity’s consent and, where relevant, subcontractor details. In the case of a joint tender, a joint bidders’ power of attorney must be submitted. The tender price must be provided in the required structure and the Appendix 1 technical description and pricing form must be attached. The bidder must also confirm compliance of the tender, equivalence where relevant, the marking of trade secrets, and that the offered goods are not subject to international sanctions. Under the environmental conditions, the work must be carried out in an environmentally friendly way, waste must be collected separately and sent for recycling, and environmentally friendly equipment should be used where possible.
