Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other listed offences. If an exclusion ground applies, the bidder may have to show self-cleaning measures and, where available, provide evidence electronically. Qualification criteria and exclusion grounds

The bid price must be submitted in the required structure, and the bid must include the total 24-month cleaning service price. Before the service starts, the bidder must train the staff who will provide the service on environmental impacts and submit proof of the training, including the date, trainer, participants and topics. For the contract period, the bidder must establish a monitoring procedure to record and retain the quantities of cleaning agents used, whether they carry the EU Ecolabel and their dilution rate, the cleaning tools used, water consumption, the place where wastewater is discharged, and the amount and separate collection of waste generated; monitoring must be carried out for at least one full working day every four months. If the bidder has an ISO 14001-certified environmental management system, an EMAS registration, or an ecolabel for indoor cleaning services, it does not need to submit the monitoring procedure or separate confirmations, but it must provide the relevant certificate or proof. All cleaning agents used must comply with EU Ecolabel criteria 1 and 4; the bidder must provide a list of the cleaning agents to be used and documents proving compliance, or Ecolabel certificates, and for products without an Ecolabel, a compliance audit. Hand soap must comply with the EU Ecolabel requirements for rinse-off cosmetic products, and the bidder must provide a list of soaps and the relevant proof or certificates. All tissue-paper products must comply with EN ISO 14024 Type I ecolabel requirements or an equivalent European standardisation body standard, and the bidder must provide a list of the products and the relevant proof.
