Compliance requirements

The machine-readable notice includes standard exclusion grounds, especially convictions for participation in a criminal organisation, corruption, fraud and other mandatory exclusion cases. If an exclusion ground applies, the bidder may be able to submit evidence of self-cleaning, but the exact details must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have a valid commercial register registration. For bidders registered in Estonia, the buyer checks the registration itself; bidders registered in another country must submit a certificate from the relevant register in the country of establishment. The bidder’s total turnover for the last three completed financial years, 2022, 2023 and 2024, must be at least EUR 180,000. A bidder registered abroad must submit copies of the annual accounts for those years. The bidder must have experience from the last 36 months in selling at least two centrifuges similar to the contract subject, especially with a minimum capacity of 10 m3/h. This experience must be proven in the ESPD or on the buyer’s Form 5. The bid must also include technical data for each offered new device, including the manufacturer, model, technical parameters and other information showing compliance with the buyer’s technical requirements. If needed, brochures or other technical information must be added. The bidder must also submit the buyer’s Form 3 for the bid price and Form 4 with bidder confirmations.
