Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register or another similar register of its country of establishment, if required by the laws of that country. For bidders registered in Estonia, the contracting authority checks the data itself. If the bidder acts as an intermediary, it must have a manufacturer-issued document confirming the right to supply the goods; for example, a power of attorney or written confirmation is acceptable. If the bidder is the manufacturer, it may submit a free-form confirmation. Together with the tender, the bidder must submit the electric motor’s technical description and the manufacturer’s specification showing the technical parameters, electrical characteristics, properties, dimensions and compliance with the applicable standards. The bidder must also complete the tender compliance form. The motor warranty must be at least 24 months from the signing of the handover-acceptance report.
