Compliance requirements
The machine-readable notice includes mandatory exclusion grounds for criminal convictions, including participation in a criminal organisation, corruption, fraud and other listed offences. The bidder must answer the self-declaration questions and, where applicable, provide evidence of self-cleaning and the required details. The exact full list should be checked in the tender documents.
Qualification criteria and exclusion grounds
The bid must comply with the technical specification, and the bidder must complete all blank fields in the technical specification form. The bidder must submit Annex 1 Technical Specification and the manufacturer’s information material so that compliance can be assessed. The bidder must be the official representative or reseller of the offered products in the Republic of Estonia and provide the manufacturer’s confirmation of representation and sales rights. The bidder’s team must include, from handover of the device until the end of the contract, a service and repair specialist in Estonia who has received manufacturer training. The bidder must also provide the manufacturer’s training certificate for service and repair work and a 4-year preventive maintenance plan together with the manufacturer’s instructions. The bidder must confirm that the bid complies with the requirements in the procurement documents, that equivalence has been explained where necessary and supporting evidence has been attached, and that the bid price is submitted in the required structure.
