The bidder must confirm the standard exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other mandatory grounds listed in the ESPD/tender documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning, where allowed. Qualification criteria and exclusion grounds
The bidder must hold a valid environmental protection permit issued by the Environmental Board for the entire contract period. The bidder must confirm that it holds the permit and, where applicable, provide the permit registration number; the contracting authority will verify the permit in the Kotkas system. As a financial capacity requirement, the bidder’s net turnover for the last 3 financial years must have been at least EUR 60,000 in each year. The bid must include a correctly completed price form, the volumes of the containers and, for small containers, the collection vessel volumes, dimensions and colour. If the bid is submitted by an authorised representative or by joint bidders, the relevant powers of attorney and joint bid documents must be provided. The bid must remain valid for at least 3 months from the submission deadline, and the offered service must comply with all requirements in the procurement documents. In addition, the bidder must confirm that there is no competition-distorting conflict of interest and that the sanctions-related restrictions and Russian ownership restrictions are met.
