Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud and other listed offences. If an exclusion ground exists, the bidder may need to show self-cleaning measures. The machine-readable notice did not include the full precise list, so the exact grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have, throughout the entire contract performance period, a maintenance engineer or maintenance technician employed by the bidder or otherwise engaged under a contractual arrangement, who has received manufacturer training for installing, commissioning, maintaining and repairing the device offered. A copy of the certificate proving that training must be submitted with the bid. The bidder must also provide the maintenance engineer’s or technician’s details in the ESPD. The bid must comply with the technical requirements set out in Annex 1, and conditional bids are not allowed. In addition, the bidder must submit a document proving the sales/representation rights granted by the manufacturer or authorised representative, documents proving CE conformity of the offered devices, and maintenance plans for the warranty period.
