Compliance requirements
The tender documents include standard exclusion grounds, especially criminal convictions such as participation in a criminal organisation and corruption. The bidder may be asked to confirm whether any such grounds apply, to provide the conviction date, reason, the person convicted, the exclusion period, and whether self-cleaning measures have been taken. If the machine-readable notice does not contain the full list, the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise selection or suitability criteria; these must be checked in the tender documents. According to the compliance requirements, in a joint bid the bidders must submit a power of attorney for the authorised representative and a confirmation of joint and several liability on Form I of Annex 3. The bid must be submitted according to Form II of Annex 3 and in line with the technical requirements in the Word format of Annex 1. The offered products must match the product descriptions in Annex 1, bear the CE marking, and be placed on the market in accordance with Regulation (EU) 2017/745 or its transitional provisions. The bidder must provide the manufacturer’s technical description, user manuals and other Estonian- or English-language materials proving compliance. If needed, an explanatory document for company-specific terms must be added. Declarations of conformity or copies thereof, and where applicable certificates of conformity or copies thereof, must also be submitted. If the products appear together with other products in the documents, the products offered in this tender must be clearly highlighted. If requested by the contracting authority, product samples must also be provided when the products have not been used by the contracting authority within the last 3 years. The bid must be unconditional and comply with all tender document requirements.
