Compliance requirements
The bidder may be excluded under the Public Procurement Act if there are any exclusion grounds, for example tax debts, failure to meet tax obligations, a final conviction of the bidder or a management board member for an occupational or economic offence, a serious breach in a previous procurement, or a conflict of interest or anti-competitive agreement. Estonian bidders confirm in the procurement system that no exclusion grounds apply; the contracting authority checks tax debt information from public registers. For foreign bidders, the contracting authority may request a certificate from the home country tax authority or an ESPD form before contract award.
Qualification criteria and exclusion grounds
The bidder must have, within the 36 months before the start of the procurement procedure, experience from at least one properly performed contract. The contract must have covered the supply of a plastic injection moulding machine equivalent to the subject of the procurement, or another equivalent production machine, together with at least installation and commissioning or training. Equivalent experience means that, in addition to delivery of the machine, at least installation and commissioning or user training was provided. To prove prior experience, the bidder must submit an additional document such as a contract extract, handover-acceptance report, reference letter or another equivalent proof.
