Compliance requirements
The machine-readable notice includes a location-based participation restriction: only bidders whose place of residence or establishment is in Estonia, another EU Member State, or another EEA Agreement State may participate. The bidder must confirm this. No other precise exclusion grounds were provided in the machine-readable notice; the official tender documents must be checked for any additional grounds or confirmations.
Qualification criteria and exclusion grounds
The bidder’s place of residence or establishment must be in Estonia, another EU Member State, or another EEA Agreement State. The bidder must confirm this requirement.
The bidder’s net turnover for each of the previous three financial years (2023–2025) must be at least EUR 250,000 excluding VAT in each year. If the turnover is not visible in the annual report published in the business register or the bidder is not a company registered in Estonia, additional documentary evidence of the turnover amount must be submitted.
The bidder must have properly performed at least 3 sales contracts for a bending machine similar to the subject of the procurement, including transport, installation, technical support and servicing. Each contract must have had a value of at least EUR 100,000 excluding VAT. Only contracts completed within the 36 months preceding the start of the procurement procedure are counted. A list of contracts must be submitted with the contract dates, a short description and the details of the other contracting party.
The bid must include the bid price form, a product sheet or other document proving compliance of the machine, the completed technical specification form, the required software documents, and the CE marking and certificate evidence. For technical support and servicing of the machine, an overview of the specialists, their number, job titles and competence must be provided. The machine-readable notice did not include precise requirements; they must be checked in the official tender documents.
