Compliance requirements
The machine-readable notice includes standard exclusion grounds. A bidder must confirm that neither the bidder nor its managers, directors, supervisory body members, procurists or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or other listed exclusion grounds. If an exclusion ground exists, the bidder may need to provide evidence of self-cleaning, where allowed. The exact list and any detailed confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least one geodetic survey contract within the 36 months before the start of the procurement, with a contract value of at least EUR 15,000 excluding VAT. The bidder must provide a short description of the contract, its value, dates and the other contracting parties; for public procurements, also the reference number. At least one responsible specialist with a valid professional certificate "Geodeet, tase 6" or equivalent must participate in performance of the contract, and the bid must include that person's details and a copy of the certificate or a reference to the professional register. If the bidder relies on the resources of another company, that company's consent must be attached. In a joint bid, an authorised representative must be named. The bid must comply with the conditions set out in the tender documents, and where necessary, equivalent solutions must be explained and supporting evidence provided.
