Compliance requirements
The machine-readable notice includes a nationality/origin restriction: the contracting authority may exclude tenderers from third countries. Third countries are treated as countries that are not EU Member States, EEA Agreement countries, WTO GPA countries, or countries with which the EU has no reciprocal public-procurement trade agreement. The exact restriction and any exceptions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s annual sales revenue for each of the last 3 financial years must be at least EUR 1,000,000 per year. If the bidder is not an Estonian company, a signed copy of the financial statements or similar evidence must be provided if requested. The bidder must have delivered at least one fiber laser cutting machine to a client within the last 36 months before the start of the procurement; the bidder must provide the client’s name and contact details, a short description of the delivered machine, and the date of acceptance by month and year. To demonstrate technical compliance, the bidder must complete Annex 1 Technical Requirements and submit technical specifications and, if necessary, drawings. The machine-readable notice did not include any more precise qualification or compliance requirements; the rest must be checked in the tender documents.
