The bidder must confirm that neither the bidder nor any entity whose resources it relies on has the exclusion grounds set out in Section 95(1) of the Public Procurement Act. The bidder must submit Form 4 for all involved specialists and, where certificates were issued outside Estonia, the additional proof required. In the case of a joint tender, Form 8 must be submitted. The tender must also include Form 2 and Form 3, and the price must be submitted in euros excluding VAT.
