Qualification criteria and exclusion grounds

The bidder must be registered in the business register of its country of establishment. For technical and professional ability, the bidder must have performed, as main contractor, at least two contracts within the last 36 months for the design of a non-residential building or for preparing a non-residential building reconstruction project. Each contract must have had a value of at least EUR 20,000 excluding VAT. The team must include at least a road design specialist with a level 7 certified road engineer qualification or equivalent and competence in project preparation, and a specialist in special disciplines with a level 7 certified engineer qualification or equivalent and competence in project preparation. Under the compliance requirements, the bidder must confirm that the tender complies with the procurement documents; in the case of a joint tender, a power of attorney from the joint bidders must be attached, and equivalent solutions must be supported by evidence where necessary.
