Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation participation, corruption, fraud and the other standard exclusion grounds listed in the ESPD/tender documents. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning where allowed. The machine-readable notice did not include the full list in a concise form, so the exact exclusion grounds must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the completed form “Annex 3. Specification and price form for the offered goods”, with all blue-marked fields completed: the medicine name, the manufacturer, and the unit price excluding VAT. The offered goods must comply with the requirements set out in “Annex 1. Technical specification”. If the tender is submitted as a joint tender, a power of attorney for the joint bidders must be attached. If the contract will be signed by an authorised representative, the tender must also include the relevant power of attorney. The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the official tender documents.
