Compliance requirements
The only explicit exclusion ground in the machine-readable notice is tax arrears. The contracting authority will exclude a bidder that has tax arrears for state taxes, contributions or environmental charges, or overdue social security contributions, under the law of the bidder’s country of establishment. A bidder registered outside Estonia must submit a valid certificate or document proving the absence of tax debts from the competent authority of its country of residence. If the bid is joint, each joint bidder must provide proof of the absence of exclusion grounds.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise selection or suitability criteria; these must be checked in the tender documents. The compliance conditions require the tender to be properly prepared and to include at least confirmation that the equipment is new, a free-form technical description with the type, model and quantity, the equipment price including transport and installation to the specified location, the project end date or duration, a description of the contracting authority’s responsibility or installation requirements, the warranty period in months and warranty terms, a description of after-sales service and spare parts support, and confirmation that the tender is valid for at least 4 months from the tender submission deadline.
