Compliance requirements
The machine-readable notice includes standard exclusion grounds such as participation in a criminal organisation, corruption and fraud. If any exclusion ground applies, the bidder may be allowed to show self-cleaning measures and, where relevant, provide supporting evidence. The notice text is truncated, so the full list of exclusion grounds and any exact details must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must prove previous experience: within the 36 months before the start of the procurement, it must have performed at least one catering services contract with a value of at least EUR 100,000 excluding VAT. This requirement applies to lots 1–7. In the ESPD, the bidder must provide a list of completed contracts with a short description of the subject matter, the contract period, the total value excluding VAT, the value of catering services provided in the required amount, and the details of the other contracting party; the contracting authority may also request a confirmation from the client and additional explanations or documents. For lot 1, the bidder must also confirm that the bid complies with all requirements set out in the procurement documents, and in the case of a joint bid, a power of attorney for the joint bidders must be submitted. The machine-readable notice did not include any other precise qualification or suitability requirements; these must be checked in the tender documents.
