Compliance requirements
The bidder and any joint bidder must not have outstanding state tax debts within the meaning of the Public Procurement Act. The contracting authority checks this from a public database. If the bidder is registered outside Estonia, it must be ready to provide a certificate from the competent authority in its country of establishment confirming the absence of tax debts.
Qualification criteria and exclusion grounds
The bidder or the joint bidders as a whole must have had an average net turnover of at least EUR 640,000 per year in each of the last 3 completed financial years. For bidders registered in Estonia, the contracting authority checks turnover from a public database; if it cannot be verified there, the bidder must provide turnover evidence on request. If the tender is a joint tender, the joint bidders must appoint an authorised representative from among themselves and attach a power of attorney for the joint bidders. The bidder must confirm that the tender complies with the tender documents, submit the price offer in the required structure, and provide the manufacturer's technical specification for the generator so that compliance can be checked. If an equivalent solution is used in relation to a standard, brand, type or other reference, equivalence must be explained and evidence attached.
