Compliance requirements
The bidder will be excluded if any of the exclusion grounds under Section 95(1)(1)–(5) of the Public Procurement Act apply: criminal offences by the bidder or its management/representation bodies, illegal employment or breach of foreign worker rules, child labour or human trafficking offences, tax or social security debt, or a conflict with an international or Government sanction. The bidder must confirm that none of these grounds apply.
Qualification criteria and exclusion grounds
The bidder must be entered in the business register of its country of establishment if this is required by that country’s law; an Estonian bidder does not need to submit a register extract. To prove technical and professional capability, the bidder and/or its subcontractor must have performed at least 2 similar contracts related to maintenance work on automation equipment during the 36 months before the start of the procurement, with a total value of at least EUR 30,000. The bidder and/or its subcontractor must have qualified persons responsible for the works, including at least 2 specialists who have completed basic training in frequency converter maintenance with an authorised representative of the frequency converter manufacturer. Copies of documents proving the training of these specialists must be submitted. If the bidder relies on the resources of another company or a joint bidder, it must also provide that entity’s details and, where required, its consent, and the subcontractor must be added to the subcontractor table. When submitting the tender, the bidder must complete the form “Tender price” and transfer the total amount to the tender form. Conditional tenders are not allowed, and the tender must comply with the tender documents requirements.
