Compliance requirements

The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation participation, corruption, fraud and terrorist offences. Qualification criteria and exclusion grounds

The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 55,000. Joint bidders may aggregate turnover. If the bidder relies on the resources of another company, the details of that company and, where required, its consent and evidence of turnover must also be provided. For technical and professional capacity, the bidder must have performed at least one contract in the last 36 months that included a road-related study with a value of at least EUR 25,000 excluding VAT. The contracting authority may request confirmation from the buyer or client regarding the contract value and completion period. At least two key persons must participate in contract performance: a lead key person for the study with at least a master’s degree-equivalent higher education in construction, and a key person responsible for analysing measurement results with prior experience in research and development work on road construction materials or road structures, road engineering expert assessments, or geotechnical expert assessments. The bidder must confirm that a suitable room can be used or made available for carrying out the study. The bidder must also submit the fully completed HD IV price breakdown and confirm in the tender that it accepts the conditions set out in the contract notice and tender documents and that it will not involve a subcontractor who would be subject to replacement under Section 122(7) of the Public Procurement Act.
