The direct design work must also include a specialist for structural design with at least a level 7 professional qualification as a certified civil engineer specialising in building construction and with competence in preparation of a building design project, or an equivalent qualification. If the qualification certificate was issued in Estonia, the contracting authority will verify it in the public professional register; if it was issued abroad, the bidder must submit the certificate and a confirmation from the competent Estonian authority that it corresponds to the required qualification.
