Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including criminal organisation, corruption, fraud and the other listed grounds. Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last two completed financial years must be at least EUR 100,000; the 2025 and 2024 turnover figures must be entered in the ESPD. The bidder must have completed at least one similar design contract during the 36 months preceding the publication date of the contract notice. A similar contract means that the bidder acted as the main contractor or contractor, the designed outdoor area covered at least 15,000 m² and included at least a 25 m shooting range, shooting training facility, military training area or demolition works site for which a building permit had been issued, and the design work was carried out at least at the preliminary design stage. The bidder must provide a list of contracts with the partners’ names, contact details, the subject of the contract, the design volume and the contract period; for contracts awarded through public procurement, also the reference number. The project team must include a project manager with at least a level 7 professional qualification as a certified civil engineer specialising in building construction and with competence in design management or preparation of a building design project, and a landscape architect with at least a level 7 professional qualification as a certified landscape architect or a master’s degree in landscape architecture and experience in landscape design. The direct design work must also include a specialist for structural design with at least a level 7 professional qualification as a certified civil engineer specialising in building construction and with competence in preparation of a building design project, or an equivalent qualification. If the qualification certificate was issued in Estonia, the contracting authority will verify it in the public professional register; if it was issued abroad, the bidder must submit the certificate and a confirmation from the competent Estonian authority that it corresponds to the required qualification. The bid must comply with all tender document requirements, form 2 and form 3 must be submitted, and documents protected as business secrets must be listed separately with justification. If a joint bid is submitted, an authorised representative must be appointed and form 8 must be provided. The bidder must also confirm that neither it nor any person whose qualification it relies on is established in the Russian Federation or Belarus.
