The tender documents include the mandatory exclusion grounds, especially criminal convictions such as participation in a criminal organisation, corruption, fraud and other grounds listed in the ESPD. The bidder must confirm whether any exclusion ground applies and, if relevant, provide the conviction date, reason, the person convicted, the exclusion period and any self-cleaning measures. The machine-readable notice did not include the full list in a concise form, so the official tender documents must be checked for the complete exclusion grounds and required confirmations.

The bidder must submit the ESPD and complete the confirmations and forms required in the tender documents. If the bid is joint, a power of attorney for the joint bidders must be submitted in accordance with Annex 3, Form I. The application for participation in the procurement procedure must be submitted in Annex 3, Form II. The bid must comply with the technical requirements, and all data stated in the technical description must be verifiable from the manufacturer’s data. The bidder must submit a copy of the manufacturer’s declaration of conformity and, where applicable, a copy of the certificate of conformity. An Estonian- or English-language technical data sheet, user manual and technical description with drawings must also be provided. If the bidder relies on equivalence, it must explain this where necessary and attach evidence of equivalence. The machine-readable notice did not include precise selection or suitability criteria; these must be checked in the tender documents.
