Elimination of monitoring boreholes in the Narva quarry

The contracting authority will exclude a bidder if any of the following exclusion grounds apply: conviction of the bidder or its management/representation/control persons for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing; conviction for enabling illegal employment of a foreign national or violating the conditions of employment of a foreign national in Estonia, including paying less than the statutory wage; conviction for illegal use of child labour or human trafficking; tax, duty or environmental charge arrears, or tax or social security contribution arrears under the laws of the bidder’s country of establishment; or a situation where awarding the contract would breach an international sanction or a Government of the Republic sanction. The bidder must confirm that none of these exclusion grounds apply.

The bidder must be registered in the business register of its country of establishment if this is required by the laws of that country. A bidder established in Estonia does not need to submit a registry extract for Estonian commercial register registration. For technical and professional capacity, the bidder must have completed at least 2 borehole elimination works in the 60 months before the publication date of the contract notice, and the eliminated boreholes must have been at least 20 m deep. The bidder must provide a short description of the contracts, the performance period, information about the other contracting parties, including the client representative’s contact details (phone and e-mail), and, in the case of public procurement, the reference numbers. On request, the bidder must also provide evidence of proper performance of similar construction contracts. To perform the contract, the bidder must hold a hydrogeological works operating licence for either the design of boreholes and boreholes or for drilling, reconstruction and demolition of boreholes and boreholes. A copy of the relevant proof of the licence or an extract from the relevant register must be submitted.
