Compliance requirements
The machine-readable notice includes the standard mandatory exclusion grounds, especially convictions for participation in a criminal organisation, corruption, fraud and the other usual grounds listed in the tender passport. The bidder must confirm whether any exclusion ground applies and, if relevant, provide the conviction date, reason, the person concerned, the exclusion period, and information on self-cleaning. If precise details are needed, they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents. As compliance requirements, the bidder must confirm that the bid complies with the procurement documents, that a joint bid includes the joint bidders' power of attorney, and that the official technical description and documents for the offered vehicle are submitted with an Estonian translation. The bidder must also confirm that the offered vehicle meets the operating lease characteristics set out in Accounting Standards Board Guideline No. 9 and that the bid price is submitted in the required form.
