Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance criteria; these must be checked in the official tender documents. However, the compliance conditions require the bidder to confirm that the tender complies with the procurement documents, submit the completed Annex 4 form, add equivalence evidence where needed, and provide 3 product samples to the contracting authority before the deadline. If the tender is signed by an authorised representative, a power of attorney must be attached. In a joint tender, an authorised representative must be named. The bidder must also provide the contract signatory and contact person details and confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions.
