Supply and installation of backup generators for Harku municipality water treatment plants

A bidder is excluded from the procurement procedure if it falls under the exclusion grounds referred to in Section 95(1) or 95(4) of the Public Procurement Act. Each joint bidder must submit a declaration confirming the absence of exclusion grounds (Form 1).

The bidder must demonstrate technical and professional capability with at least two construction or design-and-build contracts completed within the 60 months preceding the start of the procurement, under which a stationary backup generator with a capacity of at least 50 kVA was installed. The proof must be provided by a list of reference projects (Form 2). The site manager supervising electrical works must have higher education in energy, electrical engineering or automation, and at least an electrical works Class B competence certificate or an electrical engineer professional certificate, or an equivalent foreign qualification. The proof must be provided by the site manager’s CV (Form 3).
