Compliance requirements
The bidder must confirm the mandatory exclusion grounds listed in the tender documents, including criminal organisation participation, corruption, fraud and other serious offences. The bidder must have activity competence related to the contract object: at least 1 similar maintenance service contract completed within the last 36 months on a comparable site. The bidder must provide the contract value, signing date and the other party’s contact details; a similar contract means an equivalent service matching the characteristics defined in the technical specification. The information must be entered in the ESPD.
The bidder must involve a site manager/foreman who holds at least one of the following qualifications: a professional certificate issued by the Estonian Association of Property Maintenance as Property Manager, level 4; Property Manager, level 5; Property Maintenance Master, level 5 (specialisation: technical maintenance and upkeep of building and plot structures); Property Upkeep Master, level 5; or a Cleaning Expert certificate as Cleaning Work Manager, level 5, or an equivalent qualification. If the qualification was issued outside Estonia, a document issued in the country of establishment must be provided. The contracting authority will verify a valid certificate in the public professional register if it is available there.

Site inspection before preparing the bid is mandatory; if the bidder does not inspect the site, the bid will be rejected. The site inspection takes place on 21 May 2026 at 11:00 at Pikk tn 20 and Pikk tn 20a, and at 11:45 at Eam STK. The bid price must be submitted according to the prescribed structure. In case of equivalence, it must be explained and supporting evidence must be attached. In a joint bid, a power of attorney must be attached. If the bidder marks information as a trade secret, the bidder must justify it, but the bid price and other numerical indicators related to evaluation may not be marked as trade secrets.
