Compliance requirements
The tender documents include mandatory exclusion grounds based on final convictions, including participation in a criminal organisation, corruption and fraud. The bidder or its management, administrative or supervisory body members, or persons authorised to represent or control the bidder must not have such convictions within the last five years, unless the conviction decision still sets an exclusion period. If an exclusion ground exists, the bidder may need to show self-cleaning measures. The machine-readable notice did not include the full list of exclusion grounds, so the official tender documents must be checked.
Qualification criteria and exclusion grounds
When submitting the bid, the bidder must complete Form 1 and Form 2 and provide the manufacturer’s technical documentation that allows the contracting authority to verify compliance with the tender conditions. All tissue-paper products must comply with the EN ISO 14024 Type I ecolabel or an equivalent standard of a European standardisation organisation. The bidder must provide a list of the products to be delivered during contract performance together with evidence of compliance; if the product has an ecolabel, the ecolabel certificate is sufficient. If there is no ecolabel, a conformity audit by a conformity assessment body or an impartial auditor must be submitted. The bidder must also confirm that it will not use subcontractors or suppliers representing more than 10% of the contract value if they are citizens, residents or companies established in the Russian Federation, or persons or entities linked to them. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. The machine-readable notice did not include any other precise qualification or suitability criteria; these must be checked in the tender documents.
