Compliance requirements
The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act, especially criminal convictions such as participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder must confirm whether any exclusion ground applies and, if relevant, provide the conviction date, reason, the person concerned, the exclusion period, and any self-cleaning measures. If the information is available electronically, the bidder should provide the reference details. Qualification criteria and exclusion grounds
The bid must comply with the terms set out in the procurement documents, and conditional bids are not allowed. The bidder must submit a standard bid price form and complete only the prescribed fields; if the price form is incomplete or its format has been changed, the contracting authority may reject the bid. For lot 1, the bidder must provide the technical description of the offered device, manufacturer documents and a short description of the configuration so that the contracting authority can verify compliance with the technical specification. The device documents must be in Estonian or English; if they are in another language, an Estonian translation must be added. The delivery time to the contracting authority’s address must be no more than 12 weeks from contract signature. The bidder must have the manufacturer’s representation rights in Estonia and must ensure authorised manufacturer technical support in Estonia with a response time of 48 hours. The offered device must have a warranty of at least 12 months, and during the warranty period full maintenance must be carried out at the manufacturer’s prescribed frequency, but at least once during the warranty period. After the warranty period, the bidder must provide maintenance and repair services for 4 years, i.e. 48 months, and submit a manufacturer certificate or other document for the maintenance engineer or specialist proving competence; at the time of submitting the bid, the maintenance team must include at least one such specialist in Estonia who speaks Estonian both orally and in writing. In the case of a joint bid, an authorised representative must be appointed.
