Compliance requirements
The bidder must confirm the mandatory exclusion grounds in the tender documents, including convictions for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other similar mandatory grounds. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning, and the official tender documents must be checked for the exact details.
Qualification criteria and exclusion grounds
The bidder must have completed at least one traffic light construction or repair contract in the last three years with a value of at least EUR 30,000 excluding VAT. For the reference, the bidder must provide the client’s details, the procurement reference number, the project name, the value and the period of performance, and, if requested by the contracting authority, a client confirmation that the work was performed properly. The bidder must have a business activity notice in the Estonian Register of Economic Activities for electrical works; if the bidder is not established in Estonia and has no MTR registration, it must provide documents proving its registration or business status in its home country. The bid must comply with the tender documents and, where necessary, equivalent evidence must be attached. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be included. By submitting the bid, the bidder confirms that it accepts all conditions set out in the tender documents.
