Compliance requirements
The machine-readable notice includes mandatory exclusion grounds for final convictions, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and other standard exclusion grounds listed in the tender documents. The bidder or its management/representation bodies must confirm these grounds and, where applicable, may provide evidence of self-cleaning. Qualification criteria and exclusion grounds
The bidder must demonstrate economic and technical capacity. A total annual turnover of at least EUR 60,000 is required for the last three financial years before the start of the procurement procedure. The bidder must also provide evidence of proper performance of at least 2 equivalent contracts completed within the last 36 months; equivalent contracts are supply contracts for server equipment with a value of at least EUR 30,000 per contract. The bid must comply with the tender documents and, where necessary, evidence explaining equivalence must be attached. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. If the bidder relies on another entity’s capacities or resources, that entity may not be established in the Russian Federation or the Republic of Belarus.
