Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final conviction in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or other forms of trafficking in human beings, and no current exclusion period from such convictions. If an exclusion ground exists, the bidder may need to show self-cleaning measures. Qualification criteria and exclusion grounds
The bidder must demonstrate economic and financial standing and technical and professional ability. The net turnover for the last financial year ended by the start of the procurement must be at least EUR 50,000. Joint bidders may aggregate turnover. Turnover must, if requested, be evidenced by an extract from the annual accounts or another document.
For technical and professional ability, the bidder must have properly performed at least 1 contract for the design of a public road construction project completed within the 36 months before the start of the procurement. A list of such contracts is required, and the contracting authority may request a client confirmation that the work was performed properly and that the project was prepared. If the bidder relies on the resources of another entity, the details of that entity and, if needed, its consent must also be provided.
For bid compliance, the bidder must submit the fully completed HD IV work handover and payment schedule as an Excel file and confirm acceptance of the terms in the contract notice and procurement documents. When marking business secrets, the bidder may not conceal the bid price or other numerical indicators used for award criteria.
