Compliance requirements

The bidder must confirm the standard exclusion grounds in the ESPD, including participation in a criminal organisation and corruption. Qualification criteria and exclusion grounds

The bidder must have sales experience from the last 3 years before the publication of the contract notice for the products offered in this tender. For each product offered, the bidder must have sold at least one third of the quantity planned by the contracting authority in Annex 1 during the framework agreement period. To prove sales experience, the bidder must submit a list of properly performed sales contracts or transactions, showing the breakdown, exact product name, contract dates, value, other parties and the quantity sold. The bidder must provide a confirmation with the sales contract data in the ESPD. In addition, the bidder’s company must employ or otherwise engage a product representative who has been trained by the manufacturer or has completed the relevant training for the products in scope; upon request, copies of the training certificates or the manufacturer’s written confirmation must be submitted. The bidder must have the right to represent and sell the offered products in Estonia, and this must be proven with a document from the manufacturer or the manufacturer’s authorised representative. The bid must comply with the technical descriptions in Annex 1 and must include the exact product names, manufacturer, product code or reference number, descriptions of all sub-sections and the actual parameters. Prices must be submitted in euros with two decimal places, and the price must include delivery, unloading and training. In the case of a joint bid, a power of attorney and a confirmation of joint and several liability must be submitted. The bidder must also submit the declaration and the technical specification form in Annex 1.
