Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The machine-readable notice includes the standard exclusion grounds from the ESPD/tender passport, including criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour and human trafficking, and other mandatory exclusion grounds. The bidder must confirm the answers for these grounds and, where applicable, provide the requested dates, explanations, identification details and self-cleaning information. Precise exclusion requirements and any possible self-cleaning conditions must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must demonstrate economic and technical capacity and provide the required references and confirmations. Total turnover for the last three financial years must be at least EUR 80,000 in total. The bidder must also provide references for at least 2 equivalent contracts performed in the last 36 months; equivalent contracts are contracts for the supply of heat exchangers, air conditioners, refrigeration equipment or filtration devices, and each contract must have a value of at least EUR 15,000. The tender must comply with the requirements in the tender documents, and evidence of equivalence must be attached where needed. In the case of a joint tender, an authorised representative must be named and a power of attorney from the joint bidders must be attached. If the tender contains trade secrets, this must be justified. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the official tender documents.
