Compliance requirements
The bidder must confirm that none of the exclusion grounds set out in Section 95(1) and 95(4) of the Estonian Public Procurement Act apply to it. The bidder must also confirm that its average wage level meets the required threshold: the average wage declared to the Estonian Tax and Customs Board must be at least 70% of the average gross wage in the construction sector, and the average wage of its employees during the relevant comparison period must not be below 70% of the average wage in the relevant field. If the exact exclusion grounds or evidence need to be checked, they must be reviewed in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be entered in the commercial register or another equivalent register in its country of establishment and must hold the registrations, licences or authorisations required to perform the works covered by the contract. The bidder’s average construction-related net turnover for the last three completed financial years (2023, 2024 and 2025) must be at least EUR 600,000 per year; if the company has operated for less than three years, the average turnover for the available financial years will be assessed. The bidder must have properly performed at least two construction contracts as the main contractor within the last 60 months; equivalent works are the construction, extension or reconstruction of production, warehouse, cold storage, agricultural or industrial buildings. A site manager responsible for performance of the contract must also be appointed, with experience in managing at least one comparable construction project within the last 60 months. The bid must include information on the registration and activity requirements, turnover, references and site manager, together with any required evidence or explanations. In addition, the bidder must visit the site before submitting the bid and sign the relevant site visit record. If any exact requirement or proof is missing, it must be checked in the tender documents.
