Compliance requirements
The bidder must confirm the standard exclusion grounds, including no final convictions in the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or other listed serious offences, as well as no relevant breaches of tax, social security, environmental, labour or competition rules if applicable under the tender documents. The machine-readable notice does not give the full detailed wording for every exclusion ground; these must be checked in the official tender documents. The bidder may be asked to provide evidence of self-cleaning measures where allowed.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended before the start of the procurement must be at least EUR 60,000. Joint bidders may combine their figures. The bidder must provide a list of major public road construction contracts completed during the 60 months before the start of the procurement, together with evidence that the works were performed properly. If the bidder relies on another company’s resources, the other company must also be identified and its consent may be requested. For the turnover requirement, the bidder may need to submit the latest annual report extract or other proof if the data are not publicly available to the contracting authority. For the experience requirement, the contracting authority may request a client confirmation showing the contract completion time and the length of the built or repaired noise barrier wall.
