Compliance requirements

The bidder will be excluded if it has tax, duty or environmental charge arrears under the Taxation Act, or tax or social security contribution arrears under the law of the bidder’s country of establishment. If arrears are found, the contracting authority may set a deadline for payment or rescheduling. The contracting authority also excludes bidders from third countries, meaning countries that are not EU Member States, EEA Agreement States, WTO GPA parties, or countries with a reciprocal public procurement free trade agreement with the EU. Qualification criteria and exclusion grounds

The bidder’s turnover for each of the last 3 completed financial years must be at least EUR 400,000 per year. Turnover must be submitted in the register form; if the bidder is not an Estonian company, it must be ready to provide signed copies of its annual accounts or other equivalent documents. The bidder must have supplied at least one automatic four-sided planer with at least 9 spindles to clients within the 36 months before the start of the procurement and must provide the client name, contract volume, client contact details and the date of acceptance of the work to the month and year. In the case of a joint tender, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The tender must comply with all conditions set out in the procurement documents, conditional tenders are not allowed, and where necessary evidence explaining equivalence must be attached. The bidder must submit a complete price offer or a list of work volumes, complete the form for compliance with the technical requirements, provide technical specifications and confirm a warranty period of at least 12 months from acceptance of the work. Offering remote-control capability gives extra points, but it is not mandatory.
