Qualification criteria and exclusion grounds
The bidder must have had annual net turnover in the construction sector of at least EUR 698,000 in each of the three financial years preceding the tender. The bidder must also show experience as main contractor in building at least two monolithic concrete silo storage facilities during the 36 months before the tender started; at least one of them must have had a wall height of 4.0 metres or more from the base slab to the top and a layout with at least two bays. For design experience, the bidder must have designed at least two monolithic concrete silo storage facilities to working design stage during the 60 months before the tender started; at least one must have had a wall height of 4.0 metres or more and a volume of at least two bays. The construction works project manager must hold a valid level 6 certified civil engineer qualification or equivalent and have experience from at least two silo storage construction projects in the last 36 months, including one with a 4.0 metre wall height. The construction site manager must hold a valid level 5 certified civil engineer qualification or equivalent and have similar construction experience. The design works project manager must hold a valid level 7 certified civil engineer qualification or equivalent and have experience from at least two silo storage design projects in the last 36 months, including one with a 4.0 metre wall height and at least two bays. The bidder must have an environmental management system in construction that meets EVS-EN ISO 14001 or equivalent and must provide a valid certificate copy. For special design parts, the bidder must involve a water and sewerage engineer with level 6 or equivalent competence and provide that engineer’s name and professional certificate number. The bid must be unconditional, must confirm compliance with the tender documents, and any equivalent solution must be explained with supporting evidence.
