Rental of a container steam generator

The contracting authority will exclude a bidder if any of the following exclusion grounds apply to the bidder or to a member of its management, supervisory body, procurator or other authorised representative: conviction for participation in a criminal organisation, corruption, fraud, terrorism, money laundering or terrorist financing; conviction for enabling illegal employment of a foreign national or breaching wage requirements; conviction for illegal use of child labour or human trafficking; tax, fee or environmental charge arrears, or tax or social security contribution arrears in the country of establishment; or a breach of an international sanction or a sanction of the Government of the Republic when concluding the contract. The bidder must confirm that none of these exclusion grounds apply to it.

The bidder must be entered in the commercial register of its country of establishment if this is required under that country’s laws. An Estonian bidder does not need to submit a register extract proving registration. The bidder must have completed at least one rental or sales contract for a container-type steam generator during the 36 months before the start of the procurement. The referenced unit must be capable of producing steam output of at least 3000 kg/h at 1 bar. The bidder must submit a list of the main contracts completed during the last 36 months, including the scope of the contract, the year of conclusion and performance, and the names of the clients together with their telephone numbers and e-mail addresses. If the bidder relies on the resources of another undertaking or another joint bidder, it must also provide the details of that entity and, where necessary, its consent to participate directly in the performance of the contract to the extent relied upon. The bidder must submit the form “List of Contracts” and confirm that all listed contracts were performed properly and that the work was carried out in accordance with the contracts and good practice.
