Compliance requirements
Bidders originating from third countries are excluded from the procedure. A third country means a country that is not an EU member state, an EEA agreement country, or a country that has joined the WTO GPA, and also a country with which the EU has not concluded a reciprocal free trade agreement covering public procurement. The bidder must state its country of origin, meaning the country where the company is registered.
Qualification criteria and exclusion grounds
The bidder must show annual sales revenue of at least EUR 270,000 for each of the last 3 financial years. If the bidder is not an Estonian company, it must be ready to provide signed financial statements or equivalent evidence. The bidder must have delivered at least 3 wide belt sanding machines to customers within the last 36 months before the publication of the contract notice. For each reference, the bidder must provide the customer name, the delivered equipment, the contact details of the customer’s representative, and the date of acceptance of the works, with month and year. In addition, the tender must include documents confirming compliance with the technical requirements, including the technical requirements form, the technical specification and, if necessary, drawings. If it is a joint tender, an authorised representative must be named and a joint tender power of attorney must be attached. Conditional tenders are not allowed, and the bidder must confirm that the tender complies with the procurement documents. If an equivalent solution is offered, equivalence must be explained and evidence attached. The bidder must also confirm acceptance of the payment schedule, contractual penalty terms, response time, at least a 12-month warranty, at least 3 months of tender validity and at least 10 years of spare parts availability for the offered equipment.
