Compliance requirements

The tender documents include the standard exclusion grounds. A bidder must confirm that neither the bidder nor its management, supervisory or representative persons have been finally convicted in the last five years for offences such as participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or human trafficking, or other mandatory exclusion grounds listed in the tender passport. If an exclusion ground applies, the bidder may need to show self-cleaning measures where allowed. Qualification criteria and exclusion grounds

The bidder must have a valid business activity notice in the Estonian business register for construction of hydraulic structures and roads. The bidder must have at least 200,000 EUR annual net turnover in each of the last three completed financial years. Within the last 60 months, the bidder must have properly completed at least two similar construction contracts: harbour protection breakwaters, concrete quays for a harbour, and road and parking area base works. The bidder must name the responsible construction manager with higher education and qualification of hydraulic engineer level 7 or construction engineer level 7 in harbour construction, and at least one person with qualification of certified road engineer level 7 specialising in road construction and maintenance. The bidder must provide names and certificate numbers in the tender passport and, on request, evidence that the reference works were completed properly. The tender documents also require a completed price calculation table, acceptance of the tender conditions, and confirmation that the bid is not conditional.
