Compliance requirements
The bidder must confirm that no subcontractors or suppliers accounting for more than 10% of the contract value are Russian citizens, residents, or businesses established in the Russian Federation, or entities more than 50% owned directly or indirectly by such persons or entities, or representatives acting on their instructions. The contracting authority will reject a bid if the resulting contract would be void under the relevant sanctions law. The bidder must also confirm whether the bid is a joint bid and, if so, whether a joint bidder authorisation has been added. The bidder must state any business secrets in the bid and justify why the information is confidential. The bidder must confirm acceptance of all tender document conditions, confirm that the bid price is entered in the required structure, and provide a power of attorney if the signatory is not the board member recorded in the business register. No more precise exclusion grounds were provided; the exact requirements must be checked in the tender documents.
