Compliance requirements
The bidder must confirm the standard exclusion grounds in the tender documents. These include final convictions within the last 5 years for participation in a criminal organisation, corruption, fraud and other listed offences. If an exclusion ground applies, the bidder may be allowed to demonstrate self-cleaning measures where the law or tender documents permit it. The machine-readable notice did not include all precise exclusion grounds in full; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must show technical and professional capability through previous experience and qualified personnel. The project manager must, within the last 3 years, have participated as the owner’s supervision engineer’s representative/project manager in at least one publicly used road or bridge construction project with a construction cost of at least EUR 1,000,000 excluding VAT. A CV must be provided with the project cost and a description of the duties on the project, together with client confirmations showing the project name, contract value and period of participation. The supervision engineer for structures must, within the last 3 years, have participated as the owner’s supervision representative in at least one publicly used port construction, bridge construction and maintenance, or general construction project with a construction cost of at least EUR 1,000,000 excluding VAT. The CV must include the project cost and a description of the duties. The project manager must have the right to perform owner’s supervision for road or bridge construction under the laws of their country of residence and hold a Diplomeeritud teedeinsener, level 7, non-initial, professional certificate in the road construction and maintenance or bridge construction and maintenance specialisation, or provide an equivalent licence/proof if they are not resident in Estonia. The supervision engineer for structures must hold, under the laws of their country of residence, a Diplomeeritud ehitusinsener, level 7, specialisation in port construction or bridge construction and maintenance or general construction, profession: owner’s supervision, or an equivalent qualification, and non-Estonian residents must provide documents proving the right to perform owner’s supervision. The tender documents also require the bidder to confirm compliance with the stated conditions and, where relevant, to submit the required confirmations, CVs and proof documents.
