Compliance requirements
The bidder must confirm that none of the exclusion grounds under the Public Procurement Act apply, including convictions for organised crime, corruption, fraud, terrorism-related offences, money laundering or terrorist financing; unlawful employment of foreigners or payment below the statutory wage; child labour or human trafficking; tax or social security debt; or a sanctions conflict. The notice also allows exclusion for serious or repeated breach of earlier public contracts and for false information or failure to submit required documents. In addition, the bidder must confirm that subcontractors and suppliers exceeding 10% of the contract value are not Russian citizens, residents, entities established in the Russian Federation, entities more than 50% owned by them, or persons acting on their behalf or under their instructions.
Qualification criteria and exclusion grounds
The bidder must have an average net turnover of at least EUR 150,000 for the last three completed financial years (2023–2025). The bidder must have completed road construction contracts during the 60 months before the start of the procurement, with paving and asphalt works of at least 6,000 m2, carried out properly and in accordance with good practice. If the bidder relies on another company’s resources, that company’s details, consent and confirmation of participation in the relevant works must be provided. The bidder must also have competence for road construction, which is presumed if the bidder has a registered economic activity notice for road construction in the business register. A project manager with at least professional qualification “road engineer level 6” or an equivalent qualification is required, and the project manager’s details plus written confirmation and consent must be submitted. The bidder must submit the participation application and the final price form, and the bid must be submitted by a legal or authorised representative. If the bid is joint, a joint representative and joint liability confirmation are required. The bidder must also confirm compliance with the sanctions-related subcontractor and supplier restriction.
