Compliance requirements
The tender passport includes mandatory exclusion grounds, at least for participation in a criminal organisation, corruption and fraud, and the bidder must answer the related declarations. If an exclusion ground applies, the bidder may, where allowed, provide evidence of self-cleaning and restored reliability. The machine-readable notice did not include the full list of exclusion grounds; these must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have a specialist who will provide the owner supervision service and who has at least one of the following or an equivalent qualification: a certified hydraulic engineer, level 7, with owner supervision competence; or a civil engineer, level 6, specialising in bridge construction and maintenance, with owner supervision competence. The bidder must provide the specialist’s details in the tender passport, including the certificate number, and attach a copy of the diploma or professional certificate to the bid. If subcontractors are used, the bidder must state the subcontracting share as a percentage of the total contract value and submit the subcontractor’s consent form. If the bid is submitted by a person whose right of representation does not arise from law, a proper power of attorney must be attached. If the bid is a joint bid, a power of attorney for the joint bidders’ representative must be attached. The bid must be complete, include all required documents and forms, and the bidder must confirm that the bid complies with the tender documents. The machine-readable notice did not include any more precise qualification or compliance requirements; these must be checked in the official tender documents.
