Compliance requirements
The notice includes the standard mandatory exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other legally required exclusion grounds from the procurement rules. If an exclusion ground applies, the bidder may need to show self-cleaning measures and, where allowed, provide evidence of restored reliability. The machine-readable notice did not include any more specific exclusion grounds; these must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the relevant professional register in its home country, and for this tender the business activity in the Estonian Register of Economic Activities must be electrical works. This requirement applies to lots 1, 2 and 3. The bidder must also inspect the site before submitting an offer; the inspection is arranged by prior agreement on working days between 18.05.2026 and 05.06.2026, from 10:00 to 16:00, and the inspection is recorded in writing. The machine-readable notice did not include any more precise qualification, financial capacity, experience, team or document requirements; these must be checked in the official tender documents.
