The bidder must confirm the standard exclusion grounds, including participation in a criminal organisation and corruption. If an exclusion ground applies, the bidder may provide evidence of self-cleaning, where allowed by law or the procurement documents. The machine-readable notice did not include any more detailed exclusion grounds; the exact grounds and any required confirmations must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last 3 financial years ended by the start of the procurement must be at least EUR 115,000. The bidder must enter the turnover data in the ESPD. For the construction works, the bidder must involve at least a project manager with qualification equivalent to construction engineer level 6, specialising in building construction and construction management. The bidder must submit a copy of the qualified person’s diploma or professional certificate with the tender. For the design works, the bidder must involve at least specialists with equivalent qualifications, including a heating, ventilation and cooling engineer level 7, a water supply and sewerage engineer level 7, and other specialists mentioned in the procurement documents.
