Compliance requirements
The bidder is subject to the usual exclusion grounds: for example conviction for offences related to participation in a criminal organisation, corruption, fraud, money laundering, terrorism, child labour or human trafficking; tax debt or social security contribution debt; breach of sanctions; and other grounds listed in law. The contracting authority may also exclude a bidder if it is bankrupt, in liquidation, subject to insolvency proceedings, has breached labour, social or environmental obligations, has submitted false information, or has seriously breached previous public contracts. The bidder must confirm that no exclusion grounds apply.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise selection or suitability criteria; these must be checked in the tender documents. As compliance conditions, the bidder must confirm that the bid complies with the tender documents and, where relevant, that equivalence has been explained and supporting evidence has been attached. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The bidder must also confirm that the bid does not breach sanctions requirements and that the offered service does not include persons, goods or services subject to sanctions. In addition, the bid must state the sizes and colours of the three mats: small 80x150 cm, medium 115x200 cm and large 150x300 cm; permitted colours are black, grey or brown, and the dimensions may differ from the technical description by up to 10%.
