Compliance requirements
The bidder must confirm the standard exclusion grounds, including that neither the bidder nor members of its management, governing or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include any more precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 2 contracts in the last three years that meet the contracting authority’s specified conditions: they must concern cleaning of catering or large-kitchen premises and must have used cleaning agents with the EU Ecolabel for hard-surface cleaning products or another officially recognised Type I ecolabel under EN ISO 14024 in the European Union. The bidder must provide a description, value, contract dates, cleaning agents used and the other contracting parties for at least two such contracts. The machine-readable notice did not include any more precise qualification or suitability requirements; these must be checked in the tender documents.
